1, The Paraguayan government is reported to be determined to remove General
Emilio Diaz de Vivar, Commander-in-Chief of the Paraguayan Aimed Forces,
because of his desire to reorganize the any along professional lines.
The government does not want this to happen as it ould mean that sooner or
later the Army would be in a position to overthrow the present civilian
regime. The government wants a Paraguayan army whose ranks would be filled
with reserve officers loyal to the Democratic Colorados.
25X1X 2. Major General Francisco Caballero Alvarez, Commander
of the Second Military Zone at Concepcion and sympathetic to the present
government., may be the sucessor to Diaz de Vivar. It is rumored that
25X1X Diaz de Vivar will be appointed Ambassador to Spain.
3. On 19 October 1949, Chief of Police Epifanio Mendez Fleitas held a prolonged

conference in his office attended by Campo Grande Commander Major Nestor
Ferreira, Commander of the First Infantry Regiment Major Garcia de Zuniga,
Major Anibal Clavell, and Minister of Justice and Labor Guillermo Enciso
Velloso.* the outcome of the conference.
alleged head of Argentine litary intelligence in Paraguay, has reported that
Clavell recently stated that Diaz de Vivar would be r9moved from his position
by the end of October. Clavell added that his son, Major Anibal Clavell, is
supporting the government.**
25X1A Comment. The Army positions are as reported by source. The
later in ormat iavailable places Major Nestor Ferreira as Commander of the
First Cavalry Regiment and Major Garcia de Zuniga as Commander of the
Fourteenth Infantry Regiment, with Geiioral Diaz de Vivar serving as temporary
Commander of the First Cavalry Division at Campo Grande and General Alfredo
Stroessner as Commander of the First Artillery Regiment at Paraguari.
