The Santiago Regional Committee of the Communist Party of Chile (PCCh) has issued instructions concerning the illegal activities which must be performed by Party members. It is noted that the Party classes as illegal the active and open participation in the following four basic Party activities: a. Political action in the various communes; b. Aid to political prisoners through the Comite National de Solidaridad y de Defensa de las Libertades Publicas; c, The struggle against the rising cost of living; and d,, Participation in the Pro-Peace Movement. 20 Each Party member in the Santiago region has been ordered to continue his normal cell activities'. but in addition to participate in one of the above illegal activities. He must give an account to his cell each week about such activities, even if his only participation was attendance at a meeting. . The Regional Committee considers that the past two years of police repression during which Party indoctrination was stressed have sufficiently prepared the Party members for activities outside the Party itself, The political activity in the communes is being carried out through Syndical Relations or Coordinating Committees, which are formed in each commune where Communist fracciones* exist in labor syndicatesn To complement the work of these committees, ttie Party now intends to form Political Relations or Coordinating Committees composed of delegates of all the opposition parties with organizations the various communes. In this way, the PCCh hopes to unite the anti-government opposition just as it is attempting to unite the various labor factions through the Labor Relations or Coordinating Committees. Unity on the working rather than on the executive level is being sought. If the Political and Labor Committees are able to gain effective control of the rank and file,, both the political and labor leaders will be impotent to prevent the Party from achieving its aim of creating a national mass movement of opposition to the government:, as Aid to political prisoners is being handled by Carlos Contreras Labarca . The CNSDLP was inactive for some time but is now renewing its activities under the presidency of Carlos Vicuna Fuentes, a .lawyer who recently returned from Europe. The CNSDLF plays both a political and economic role by endeavoring to obtain both the moral and financial support of prominent people and political organizations for the political prisoners.** pia Party members are attempting to organize the popular discontent against the government caused by the steadily rising cost of living. Party members assigned to this task have instructions to organize neighborhood eaaomittees in every city in the Santiago region. 7o The Pro--Peace Movement is regarded by the PCCh as having exceptional importance, and the progress already made is considered highly satisfactory. Instructions have been given, however, that these extra activities by Party members shall in noway affect adversely the normal theoretical and ideological study within the cells. At the present time, the leaders of all the cells of the Province of Santiago are being questioned about the study program being carried out in their pens toward preparing a uniform study course of the histgH ogthe Communist Party of the USSR.. *cf.
