General Ignacio Clavell, repDrted head of Argentine military intelligence
in Paraguay, has been told by his son, Major Anibal Clavell of the Para-
guayan Army, that a military coup will be attempted against the present
government in Paraguay by 6 November 1949. The conspiracy is headed by
Lt. Colonel Eliodoro Arce, former Commander of the Paraguayan Air Force,
and includes Lt. Colonel Cesar Mallorquin, former Commander of the First
Cavalry Division.*

the situation is too confused at present to predict either the leaders or
participants in the conspiracy, but he believes that General Diaz de Vivar,
as a F?rofessional militarist, would head the movement. Official Paraguayan
AQXXa ment circles are very pessimistic about the future.
Coinraelat: Lt. Colonel Mallorquin and his brother Mario, former
Paraguayan Minister of Interior who was recently appointed Ambassador to
Chile, left for Santiago on 24 October 1949 to assume the posts of Military
Attache and Amb-isrador, respectively.
