2. The line laid dov;n at this meeting was as follows. After the
formation of the DDR the guiding principle is to win the race with
West Germany. The DDR does not represent a conscious sealing off
of East from ""est. It is only a protective measure against the
influence of West German statism. It is unimportant whether a
socialIc.tic Germany arises from these efforts, the important thing
is that Germany assume a sympathetic and loyal relationship to
the Soviet bloc,, Every German group wili ch considers this goal
more suitable than -isolation from the East must be supported and
furthered with all available moans. This includes toleration of
extreme rightist groups. That is immaterial vis- '-vis the prime
essential of creating a pro-Soviet atmosphere throughout Germany.
It is evident in the Russian Zone today that t?Ls tolerance has
not required any sacrifice of SED goals, since friendship with the
.?SSR naturally results in sympathy with its politics. Thus the
bourgeois pal i_tician.s of the Russian Zone today creak an idiom
scarcely di J~, f
~-nguishab?e from that, of socialism, and it is merely
a question cf time before actual amalgamation can take place.
3. SED tactics in Berlin may be decisive for the entire political
struggle, it as stated. The motto of "Return to Normal" has
urovecl ineffective. The SPD keeps the Allies stirred up. The
plan now is to win ov:ar Social Democrats, businessmen, and trades-
men bit by bit. Each individual citizen must be convinced. Test
Berlin, as such, must not be attacked in SED propaganda; on the
contrary the impression must be created that the SED i s ready to
do anything to help '-est Berlin. No unnecessary reference is to
be made to the presence of the Allies in Berlin:,
