The corredy is over.
From the start of the car.paigc the IIukbalahap has vigorously and mili-
tantly warned the people that the elections would be a farce. This warning
was repeated several tires. ~'otvrithstending, the people went to the Dolls.
Let us look at the record to cieternine the correctness of our warning.
Against the expressed Jud event of the Supreme Court, Quirino refused
to call a special session of Congress. In utter disregard of the public in-
terest, the Quirino adim nistration distributed "pork-barrel" patronage to
coerce the political leaders and their followers to vote for its ticket.
Public meetings of opposition parties were either broken up by paid hoodlums
of the administration, or else actually prevented by refusing to --rant per-
mits. '.'ass raids and searches without warrants were made on the homes of
peaceful citizens. Kidnappings and murder of political opponents and their
leaders were resorted to, forcing some candidates to leave their territories.
Central Luzon is an armed camp, with the PC, civilian guards and special po-
lice terrorizing the people into voting; for the Quirino ticket. In `;egros
Occidental, Lanao, Ilocos Sur, Cavite and Pangasinan, political opposition
was crushed into submission, approaching a situation similar to Central Luzon.
Nof satisfied by all these, the Quirino Liberal Party resorted to all sorts
of election frauds and tricks, including even the despicable practice of using;
ready-made ballots. To assure that these frauds would no longer be exposed,
Quirino retired Commissioner r:rtage of the electoral Commission to assure his
majority in that body.
Under this situation, no one in his right senses can entertain the ii--
lusion that the peoples' judgement, as expressed in the polls, will be res ected.

No one can reasonably entertain the hope that such frauds can yet be re-
dressed through the regular constitutional channels.
Countrymen- Wake up and defend your democratic rights through the
most effective means
In l916, the Liberal Party adm. nistratf,on plunged the country into a
virtual civil vrar when it denied millions of people of Central Luzon their
representation in Congress. In 1917, the same administration committed
wholesale frauds and terror to win the election, and the protest of the
opposition parties and their indignation rallies were of no avail. In
19113, this same administration attempted to fool the people into believing
that it r:ai t to bring about the conditions for democratic peace, Mule all
along it followed the dictates of its raster, the American imperialists and
the feudal landlords. Mow, it has duplicated and even excelled its record
of terror and fraud in the 1947 elections.
:rust the people accept this verdict of terror and fraud, lying down?
Never. The reported and unreported disturbances of peace all oven the country
are proofs of the deep dissatisfaction of the people whose patience have al-
ready reached breaking point, looking only for decisive and determined leader-
ship to lead them in the struggle to overthrow the imposters
Filipinos: Join with your oppressed. brothers now engaged in a life-
and-death struggle against the corrupt Liberal Party administration. Rally
to the armed struggle to overthrow the regime of terror and fraud of the
Quirino administration.
T:vesryv here in the Far Fast today, the people have grown tired of sub-
mitting to the corruption, oppression and exploitation of imperialism and
its puppets. In China, the Chinese people have shown the correct path of
struggle: they have taloer. up arms and thrown out the corrupt terroristic
regime of Chian.g--Kai-6hek. In Indo-China, the Peoples' Republic of Viet
Minh is driving the French imperialists and their puppet Bao Dai into the
sea, by force of arms. In Indonesia,, in Burma, in Malaya, the people have
learned the lessons of today's events: that only armed straggle can win
for them freedom from tyranny and ex; loitation. The American imperialists
seek to intensify their domination of our co~ar_try, and the Quirino regline of
terror, fraud and the mailed fist is their instrument for doing so. The
American imperialists will give its puppet Quirino military aid to crush all
forms of political dissidence.
Must the people submit further to the impositions of the imperialists
and its puppet, the Quirino administration?
Countrymen: There is no more way out except to overthrow the rule of
imperialism and its puppets.
Filipinos: Follow the path of the flukbalahap in t;hb armed struggle to
overthrow the Quirino administration, puppet of Ams- rioan imperialism.

The Quirino admninistr. ation, covered already with the guilt of countless
crimes against the people, has now committed the greatest crime in its black
and bloody history: it has seized the reins of government by terror and
fraud and intends to rule against the will of the people.
The people cannot accept this verdict of terror and fraud.
The tragic farce that took place in the name of free elections on Novem..
bar 8th has proved beyond any doubt that peaceful democratic processes have
ceased to exist in our country. It is no longer possible for the people ' s
will to be r;ade known through the simple use of the ballot. The ballot is
prostituted, the petitions are thrown away, the people therm elves are treated
with contempt and brutality. The people have only one way open to them: to
use their revolutionary rights and to act decisively in their owm interests.

Chinese people have shown the correct path of struggle: they have taken up
arms and thrown out the corrupt terroristic regirs of Chiang Kai-,Sbek. In
Indochina, the People's Republic of `diet r inh is driving the French Imper-
ialists and their puppet Pao Dai into the sea, by force of arms. In. Indo-
nesia, in Burs, In Malaya., the people have learned the great lesson of to-

The Iiukbalahap has pointed out repeatedly that legal, constitutional,
parliarsntary processes alone cannot guarantee de-Deracy in the Philippines
today. It was ruthless denial of the people's election mandate in Central
Luzon that led to the terror of the mailed fist policy. Only the Armed
struggle of the Hukbalahap has kept freedom alive in these provinces. The
consequence of the terror and fraud on November 8th will be the spread of
the mailed fist policy throughout the Philippines for that is the only Way
a corrupt goner -innnt can maintain itself in power. Only if the people take
up arms against the defrauders and against the terrorists will democracy
be saved from those who would destroy it.

is in the hands of a corrupt and desperate few who ruthlessly disregard the
people's wishes. The courts are useless, nothing but appendages of those
who are in power. The aru.;y and the police are agents of the ruling few,
the very instrurrnts of terror. Where can the people barn., except to them-
sells and to the strength that lies in their unity?
Filipinos x Unite and fight the armed gangs who have robbed you of
your rights! Form action committees and seize the municipal buildings, the
ports, and the ballot boxes to guarantee the integrity of the election %
