The insistent rumors which have recently been circulating an subversive movements directed against the Paraguayan goverment appear to be based cn the purported formation of a pro-military movement for the installation of it military govern- ment. The central figure in this movement is said to be Brigadier General Alfredo Stroessner, Ccsnander of the First Artillery Regiment based at Paraguari. other military sectors, both army and navy, would reportedly aid this coup. 2. The movement is said to have the sympathy, if not the actual aid,. of the Argentine government. This impression has been very strong in opposition circles, where it is believed that within a short time a military government will be set up under the auspices of President Peron. 3. Leaders of the current regime., however, do not foresee a military movement at the present tiro Also, they do not believe that the Argentina government has been working actively for the formation of a military government in Paraguay. L. A group of military men who were removed from their positions on 26 February 191t9 have given their support to another military movement headed by General Raimundo Rolon. 5. the following facts as possible indications of Argentinats invo vement in the military movement led by Stroesaner. Juan Queralto, leader of the nationalist, pro-Peron Alianza Libertadora Nacionalista (AL!) of Argentina, recently visited Asuncion and mot with Stroessner on at least two occasions. One Ruda, whose brother is Director of the Argentina Military College and who is said to be extremely well-informed on the Paraguayan political situation, has also recently been in Asuncion. This was Ruda's second visit to Paraguay within the past two months. 6. Ramon Ignacio Clavell, head of Argentine Amy Intelligence in Paraguay., has expressed the belief that a military government: will be established in Paraguay within the near future.
