A high official in a recent
discussion of the international situation stressed the fact
that although the industrial production of the USSR was less than that of
the United States,, the USSR had a large reserve of manpower for military
purposes. Furtaierrmore, the element of surprise favored the USSR because
the Americans and British were inexp.3rieneed in the use of ruses and in.
"'bad faith" and this fact was more than a small handicap for them. The
ataxic bonb, ho declared, was a decisive "military" *eapon, but there were
in France and Italy sufficient Conn n.Csts to paralize the vital centers of
those nations at "H honr"o These Cori nict Parties are mere than a Fifth

threat of death by his passengers to land in Yugoslavia had no desire to
return, not because he was guilty of any crime but simply because he would
have been shot.,
4. The "more honest Communists" will never pard:?z the slightest gesture of
admiration toward an adversary, even though an individual guilty of such an
act demostrates throughout his life the greatost fidelity to the Party.
Even the slightest deviation from this principle of the Party cannot be
compensated for by any amount of sacrifices for the Party,,
