Furtaierrmore, the element of surprise favored the USSR because the Americans and British were inexp.3rieneed in the use of ruses and in. "'bad faith" and this fact was more than a small handicap for them. The ataxic bonb, ho declared, was a decisive "military" *eapon, but there were in France and Italy sufficient Conn n.Csts to paralize the vital centers of those nations at "H honr"o These Cori nict Parties are mere than a Fifth Column; as a destructive force they rank with an atonic explosion. 2. According to this official, the kaericclns are now studying a business that the Russians "know by heart"o As an ex.mnple of their "naivete" (this official apparently uses the term "American" for both north and South Americans) he cited the case of the Legation in I icharesto This Legation employed a Rumanian who unsucccest y attempted to flee the country clandestinely. 11e was caught, Imprisoned and forced to become an agent of the Rumanian State Security,, after which he was rehiredi accepted without question his vague explanations" as to what had happened. T,ie Russians and Rumanians, the official declared, would never commit such an error., 3, The Soviets have never"pardoned" any Soviet citizen who was taken prisoner by the Germans All liberated prisoners were sent deep into the USSR for IIr?eeducation". Likewise, the Soviet aviatcr who was recently compelled under threat of death by his passengers to land in Yugoslavia had no desire to return, not because he was guilty of any crime but simply because he would have been shot., 4. The "more honest Communists" will never pard:?z the slightest gesture of admiration toward an adversary, even though an individual guilty of such an act demostrates throughout his life the greatost fidelity to the Party. Even the slightest deviation from this principle of the Party cannot be compensated for by any amount of sacrifices for the Party,, MATE IARMY Document No. ----- &V ---------- No change In Class. 0 ^ Declassified 25 1 Class.
