have been established in the capital of evory district0 They are under the
Labor Union Association of their respective districts. All vacancies in
nationalized or private enterprises of any kind have to be reported to the
agencies, which then assign workers to the enterprises. Unemployed are
gkven considsratiaa only if they possess the following paperas
a. Labor Union n mborship card and certificate that duen have been paid.
b? Membership card of the Rumanian Workers Party or of another gwernmente .

d. Certificate from the former employer and reasons for dismissal. (All
persona who have been dismissed for being "reactionaries" or for political
unreliability cannot maintain the membership card of a party or a mass
organisation. They have no further chance to obtain employment),
