On I8 February 1950 at 1445 hours, IToo 765 arrived from an apparently routine patrol. b. On 20 February, at 1630 hours, three other Soviet patrol boats entered fran a routine patrol. They cmno in a type of file formation, 1To. 766 in the lead, a boat without any number in the middle, and Vo. 499 bringing up -the roar. Each boat was armed with one 50 uo caliber machine gun. The leading patrol boat began to signal by semaphore to the Russian Signaling Station, the fcrmer Cuibul Regineia c. These patrol boats tied up in the former yacht basin, near the boat hangar. All were painted battleship--tray. Attached hereto is a sketch of *e flags and pennants hoisted by these boats. Soviet tannmrs wore entering and leaving Conetanta at the rate of one every tvienty-four hours. They. enter in the afternoonn,.0load oi,l all night and sail out the next morning. All the tan1Zo rs are good-sized. The following Soviet tankers were observed by sourcor a. LTS JOSIF STALIN, formerly the URAL, 7745 gross tons, 3987 not tows, twin screw, built in 1932 at l'ioolaev, Length 445 feet. This tankor cirLe in on 19 February, at 1115 hours, and sailed fully loaded on 20 February, at 0700 hours. b. Another unidentified Soviet tanker sailed early in the morning of 19 February, fully-loaded. c, In addition the tankers listed above, two Russian liberty ships were observed bunkering in the oil basin. The first arrived early on the morning of 18 February, took on oil and sailed on the same day. This ship was unidentified. The second liberty ship, the I(S.-ST1LTS PODOLSK, arrived around noon on 20 February and inmediatoly coraaenced bunkering.
