THIS IS UNEVALUATED INFORMATION
1, Beginning 9 November 1949, a Soviet Air Army has established bases in the
northwestern districts of China. Control towers have been set up at
Ninghsia (106--19, 3 ; . 28) , at 3ami (93-27, 42-48), and at four other points.
The liami tower appears to be, at least to some extent, under direction from
Ninghsia. On two known occasions inquiries concerning fuel supply for the
planes in the area lave been directed to liami from Ninghsia, while orders
to make hourly weather reports have issued from iinghsia at least once.
Thirty-one weather reports have been received from other unnamed stations
2. Six Soviet planes were sighted landing on the liami field at 7 a.m. on 9
November 1949: and at 5 p.m. on the same day ten planes were observed in
rvsainess for a flight to dinghsia.
