A new system of evaluating officers has been introduced in the army.
The unit of each officer concerned now receives an order from the next
highest command to make the evaluation; at the same time the officer's
unit is instructed as to whether or not his promotion is to be recommended.
Certain officers generally considered inefficient have been ordered
recommended for promotion because they had been found politically satio.
factory. On the other Iland; the commander of an aviation regiment was
dismissed because he refused to obey an order to recommend a certain
officer fcr promotion. Many efficient officers have been denied the
promotion recommended by their regimental commanders because they were
not considered sufficiently trustworthy politically.
