Orders from the Communist Government in Peiping during January 1950 re-
garding labor and industry in Shanghai were interpreted by Shanghai govern-
ment officials to nean:
a. No financial loans are to be issued for industrial Projects.
b. No efforts are to be raae to lift the bloci:ade.
c. NO nublic :ands are available for unernloyment relief schemes.
Private busineso is to be taxed heavily to nrovide such funds.
d. Government run enternrises nay emnlo labor nurely on a temnorary
basis, denending on the availability or raw materials.
e. Unemployed ;orkers are to be encouraged to emigrate, preferably to
Vanchuria
