Nationalist air attacks are of great concern to the Chinese Communists
because of their increasing effectiveness. Also Nationalist agents are
proving much smarter, more tenacious and more loyal than the Comnunists
had previously judged likely. The Communists believe that the agents
were to a large extent resPonsible for the devastating Nationalist bombings
during Marsh.
? 2. Since the Communist know that the Nationalists are no longer getting
appreciable U.S. sumPorto they feel that the increased effectiveness of
the eneny is a sign of incr=asing popular support of its agents,which
indicates a distaste for Comnunist rule, an increasing determination to
thwart controls, and an increasing ebility to do so. As a countermeasure
the Communists are tightening up donestic travel and individual documentatinn
control measures in a desperate effort to catch Nationalist agents.
