THIS IS UNEVALUATED INFI50X1 -HUM SIN Purchasing Office 1, Developments of the past two weeks have revealed SMV plans to enlarge the Pur- chasing Office and to increase its control over the procurement of equipment and raw materials for the entire SMV complex. In contrast to recent months when this office operated on such a narrow financial margin that it was, on occasion, forced to suspend pay- ment of its employees' salaries, the SW now maintains a minimum balance of 1,000A0L, schillings in the Purchasing Office account at the Soviet Military Bank .I During the past two weeks., when the Purchasing Office paid out con,- 50X1-H UM siderable sums for an unusually large volume of costly purchases, additional funds Imre promptly released to restore this balance. 2. In line with those developments, SMV Headquarters has directed SMV purchasing agents to buy USIA products regardless of the expenses involved; purchases from non-USIA firms will be authorized only when USIA cannot fulfill SO requirements. At the same time, Rusin, director of the SMV Purchasing Office, has ordered SMV purchasing agents to submit at least two separate cost estimates from prospective suppliers before completing a transaction. To implement this procedure, he has established a price analysis unit within the SMV Purchasing Office: 3. On 27 February 1950, 11 carloads containing 182,460 kilograms of pipe arrived in Vienna from the Soviet Union. Shortly after Georgyevsky,.representative of USIA's Central Commercial Bureau, accepted this shipment from the railroad on behalf of the SMV Central Narehouse in Neusiedl, all of these.freight cars were suddenly commandeered by about 30 Soviet soldiers. Soviet military authorities in Vienna have advised the 31.1V that this shipment cannot be removed from Vienna railroad yards until further notice. SMV officials are rather disturbed by this intervention on the part of the military because only a few days before this episode, DDSG representatUes in Vienna advised them that the Soviets have 3topped and are now holding/iiarges loaded with about 10,000 tons of pipe in Budapest. Rumpel A.G. and the 50 Sunda' ing Department (Bau-und Montage AbteilUng), 11. SMV Headquarters recently ordered the Voesendorf refinery to deliver 16 to 17 tank cars of Diesel fuel per neek to the SMV Central Narehouse in Neusiedl.
