1. L:ore and more friction has beencleveloping between tax officials of the
shanghai Vunicipal Government who were taken on in Shanghai and those
who came from Feiping. The former arisen that the present taxation
policy for Shanghai is unrealistic because of the ignorance of the
Government in Peiping of conditions in Shanghai. They state that the
policy in Shanghai will result in economic breakdown. Those officials
Iron Peiping favor a policy of maximum taxution in order to control
business and stabilize prices.
2. KU Chun (1,71).i ), Chief of the Tax Bureau, went to Peiping
to report on 'developments and suggest changes in the tax system.
3. Savennikov (sic), Soviet economic planning expert attached to the
Shanghai Lunicipal Government, is sug.;esting that 3,000,000 shopkeepers (sic)
he sent to take up jobs in the interior. Lost Chinese in the Finance
and Economic Committee of the Shanghai Lunicipal Government regard the
suggestion as impractical, as there are no jobs, houses or food for
such evacuees.
