determined whether he is in fact an operative of the Ministry

This liaison system consists of liaison
officers of the HVA who cooperate closely with the second
Sovietnik, the representative of the LVD, on the local. Objekt
level. It may be surmised that these local UVA representatives
report, directly or througl, command channels to L:arkert, since
to date no other links bete?een Ma.rkert and the Objekte 'tave be-
come known. If, in fact,, Uarkert is an operative of the i,'Inistry
for State Security working within the HVA, we would not eliminate
the possibility that the local. liaison officers, supposed at pre-
s: ent to be members of the 5VA may be, In rea l i.t r, State Security
The dissolution and wholesale transfer of the Berle n (Treptow )
Bereitschaft to the Zone has been explained to its personnel as
a measure designed to improve training facilities which were
deemed inadequate in the urban area of Berlin.. For this reason
the unit had to be transferred to a location where there are
