1. Communists have regularly attended Taiwanese family assemblies where such
problems as rationingp registrations, and new regulations were under dis-
cussion and have made speeches against the Nationalist Government and the
United. States.
Since late 1949 Communist activity has been continuously directed at
students, particularly those attending National Taiwan University. LI

CHI E' Chauan-t y Y C ', a veteran of the incident of 28 Yebrnary 1947,
was sent to Taiwan in. the stall of 1949 to organise Communist underground
groups. Upcn his return to Hong Kong in late December, he reported to the
Ta Ch4un Department Store, the liaison office of the Taiwan Demo
cratic Self-Governing League.. CHI 4 informed LID Yung, { f;. s ) a Taiwanese
Communist. that he had organized in Taiwan armed units totaling ten thousand
as a 023 February" formation.
