A secret conference of top Communist Party of India (CPI) leaders has been scheduled for the end of May or early June, to be held at Chinchawad Vil- lage in the Poona District. The exact date of the conference has not so far been settled, owing to the difficulty of contacting all Central Execu- tive Committee members. 2. Informants close to the party high command attach greet importance to the conference, as they expect a total reorientation of CPI policy, to be initiated by B. T. Ranaadive, party general secretary, as well as a final decision on the course and program for a uniform all-India policy for the future. Central Executive Committee leaders, chairmen of all provincial committees and general commanders of all action councils are expected to attend the conference. There is no indication that trade union representa- tives, as such, will be invited. S? 1, representative of the Communist Party of Ceylon is expected to attend the conference. .A messenger of the CEC left for Ceylon in early March and at present is reported to be staying at 85 Kottah Road, Colombo. The Ceylon representative will bring a memorandum from one Mr. M. Kumaran Ratnam of the Communist Party of Ceylon, supporting B. T. lianadive's pre- sent policy, 4. S. S. iielvankar* of the AITUC strongly advised Ranadive to call the con- ference in question in view of the feeling among the rank and file that the high command of the CPI is lagging behind, compared to the progressive achievements of Communist parties in other countries. Melvankar represented India in the last Trade Union Congress held at Peiping. Although the Peiping conference was supposed to be a conference of trade union representa- tives, it was attended and guided by Soviet experts. Melvankar received clear directions as to present CPI policy, i.e., the slackness of the Indian high command in not keeping in line with the progress of other branches of the party is very much regretted by outside authorities.
