In its first attempt to penetrate the Rubber Workers' Union (RWfU), the
Malayan Communist Party (MCP) in Singapore ordered a strike of rubber
workers to take place on or about 1 Nay 1950 in spite of the fact that
the employers agreed five weeks earlier to negotiate0 The strike was
to be organized in the name of the new underground All-Races All Trades
General Labor Union (GLU)a
2? The rubber workers have had a real grievance in that some months ago
when the price of rubber fell in Singapore the wages of rubber workers
were reduced accordingly,, but when prices rose again, wages were not
adjusted.
3. John A. Brazier, Trade Union Adviser for Singapore and the Federation
of Malaya, had persuaded. the employers of rubber workers to agree to
negotiate regarding wage increases and had so informed the R U through
its president, Sarethyo No demands were presented by the R111U, which
indicates that certain members of its commit-tee prevented the presenta-
tion of wage demands which they had been informed by Brazier would be met,,

the wage demands of the rubber workers are not, the underground GLU
can claim the credit. This technique, which has been used before to
discredit legitimate trade unions, especially in 1946 and 19!7, in-
variably increases the membership of underground unions.
