of the movement in the Lim area is Colonel liguel 11onteza Tafur, Deputy
Chief of Staff, echo has been mentioned before as the possible leader of
an anti-Odria coup,, It is noted that L`onteza was formerly known as a
staunch Ureta supporter, Ureta was given the ambassadorial post several
months ago at a time when Odria was removing his potential political opponents
from the Peruvian political scene,

The Apristas are reported to have made no commitments to Rodriguez when he
sent word to the APRA underground, although he did not ask for support until
after the coup was successful in setting up a new government. APRA leaders,,
however, left the door open for further overtures,
eta While the government may be aware of some unrest in northern garrisons and
in the army in general, according to source, the froverr rent does not know
the exact nature of the plot. This is partially confirmed by
whose high-level government contacts appear to be unaware of any serious
disaffection in the northern garrisons.

Coincident with the reports of revolutionary plotting, there has been
circulating clandestinely a well-printed pamphlet signed by "Comite Deriocratico
=ilitarwhich bitterly attacks the Odria government and deplores the army's
participation in politics. this Comite is in fact an 25X1X
Aprista creation, or propagan. a ins rumen , designed to harass the junta;
but, although APRA has r,,any sympathizers in the armed forces, the Comite is
more nominal. than real.

It has not been possible to identify further Colonel San--
tatnhrIa and Lt. Col. Rodriguez Frias. The f orrmer may be identical, with an
Air Force officer, Angel Santamaria Paygeda who is either a Colonel or Lt.
Colonel,, Military files available contain no record of Rodriguez Frias,
although several officers named Rodriguez are on active duty,
