On 15 1tay 1950 the Kwangtung Public Security Department, which is headed by TI.iiN Chong-wen*, secretly sent 100 special workers to Hong Kong and Macao to carry on sabotage, assassination, and other terrorist activities.** The groups were head( % msn using the aliases LIAO Tung-kui (J .. lu fj ) and LING Chueh (J ~, ), and were acting on secret orders from the Operational Section 6T the South Mina Sub-bureau. 2. In aid-May 1950 the Sino-Soviet Friendship Association (SSFA) in Canton was enlisting young students as members by promising the following privileges: a. Priority in joining training classes sponsored by the SSFA. b. A 30 percent discount on books published by the SSFA. o. Free admission to Soviet motion pictures. 3. The Chinese Communists in Canton were collecting material on Southeast Asia to be used in the special courses on that area to'e offered in the Canton universities and schools.*** DiSIAO Hsiang- Jung ( f] ) chief of the Propaganda Uepartmeat of the South China Sub--bureau? who was responsible for collecting this material, was in mid-May building up a campaign of anti-American propaganda, based on the argument that American aggression in Southeast Asia was obstructing Chinese Communist liberation plans.
