Pushkin, chief of the Soviet diplomatic mission to the DDE, and Otto Dertinger, DDR flinister for Foreign Affairs? Information copies ol the memorandum, which was presumably filed bj Deertinger, were sent to Otto Grotevohi and Anton Ackerman, State Secretary in the DDR Foreign Ministry. 1. Dartinger asked Pushkin whether he should publish the verbal note of the DDR to the USSR concerning the dropping of potato bags on DDR territory by USA p arses, Pushkin replied that the Russian answer would probably be forthcoming at the end of the week or by Monday.. June 26, at the latest, and that the USSR would host likely agree to its pablication.e 2. Rcgirding the question of critique on the political and legal aspects of the decision of the Bonn government to became a member of the European Council, Pushkin believes it is the standpoint of the US-12 that, since the Bonn govern- ment does not exist as far as she is concerned, no Soviet reaction is to be expected In the.'near future. If, as expected, the European Council accepts .Western Gerrexy as a member in September, then the situation will be altered. however, it appears that the Soviet reaction has not yet been decided. .On the other band, Pushkin clearly expects the DDR to attack vigorously and in detail the behavior of the Bonn government. 3? Pushkin was extremely interested in the opinion of the DDE government on the Schuman Plan, Tarticularly with regard to the economic and political background of Western Germarils interest in it.
