The time at which the SSC became strong is not specified, but it is believed to have some connection with the three- point program which the SSC called for. The report is further inter- preted to mean that the G01 persuaded the Maharaja to advocate land reform, thus undercutting the SSC platform. DATE OF SUPPLEMENT TO INFO. Prior to 7 Bk.y 1950 REPORT NO. 25X1 X The Sikkim State Congress (SSG) called for a three point program in 1949. The three. points stressed were (a) "responsible government", (b) reform of the existing land tenure system so that the Gurka farmers would obtain more benefits, and (c) political unification with India. The SSC became so strong that the Maharaja of Sikkim called on the GUI for assistance.* Now, however, the strength of the SSC is waning since the G0I advocated land reform and this reform is now being put into effect.** This document is hereby regraded to CONFIDENTIAL in accordance with the letter of 16 October 1978 from the Director of Central Intelligence to the Archivist of the United States.
