1. The SED perty,.conventioia scheduled for 20 July 1950 is to be the occasion
for a fundamental reorganization of the SED and KPD. Walter Ulbricht is 6X1 X
become secretary-gesz ral of the SED (or, one might say, of the Politburo).
In order to accelerate the coordination of the East German government with\
Moscow policy, Wilhelxi Pieck and Otto Groteoohl are to be. restricted to ad-
ministrative tasks.. while Ulbricht Is to receive fall authorization to de-
terrnina and execute the political line of German policy in direct contact
with Moscow, without lengthy consultation with other East Gorman experts.
The secretary- Aral in to be the only contact man between the SED and the
Moscow Politburo.
2. Ulbricht will retain the poet of Deputy Minister-President, but will exorcise
this office as a kind of super-ministry tirhich can exert influence over 44
other ministries and give instructions to them.

Ulbricht's position as secretary-general is to embrace all Gerniampr; In other
words, the.KPD of western Germany will also be placed under him.
