On 1 July an undetermined number of North Korean tanks and troops were guarding the Secul capitol building which has been made the seat of the North Korean People's Committee. There were also approximately 10 North Korean guards in front of the Danto Hotel which appeared to be unoccupied. Light Soviet army personnel (rank unknown) were seen entering the Seoul police bureau. 2. On 30 June approximately 1000 Forth Korean troops were in the Sdbinggo district of Seoul. There were artillery positions in the Namsan area which were designed to support attacks south of the Han River. There were 2 or 3 tanks in front of the Chosen bank and about 7 around the road circle in the Sarakakchi district. 3. During the first day of the North Korean occupation of Seoul, the military authorities distributed free rice from a warehouse to the civilian poxala-> tion. This free distribution was stopped on the second day. A severe rice shortage has existed since 1 July.
