I? The French Communist Party (FCP) expects no immediate aggravation of the current
international crisis. Party lea~Iers are, however,, taking the following; measurest
a) FCP cells have been ordered to meet daily to check the reaction of the Communist
militants o
b) The Federal Communists are in practically permanent session. Federation offices
are being carefully watched by the FCP "Service d'Ordre". In important urban
centers such as Lyon, 71arseille, Toulouse, and Limoges, couriers maintain
liaison between the Federal Bureau and the principal Sections*
c) Francs Tireurs et Partisans Francais (FTPF) groups, charged with direct action,,
have been alerted. Militants are to ignore Government mobilization orderso
d) The Confederation Generale du Travail (CGT) has ordered work stoppages as a sign
of protests
e) The Com7nun st Peace propaganda campaign will be intensified.
20 The FCP Central Committee is apparently waiting for more precise directives. :laurice
Thorez, leader of the FCP, has stated that European Communist Parties will remain
temporarily "at the ready". 1-To direct action order is to be disseriinatedo
3? If the United States seems to be winning in Korea,, Central Committee Liaison agents
believe that the Soviet (Red) Army may be forced to intervene in that area. They
are certain of Russian intervention if the United States uses the rtom bomb. In
either eventuality, the FCP now plans a general strike; an atterant to neutralize
local administrations in order to oppose mobilization; and an attempt to profit by
the general confusion to form a "democratic" government.
