Choice elements of the Nationalist 80 and 67 Armiet38 totaling over 50,,000
men,, have already begun to Move to the ports Keelung and Raohsiung0 This
movement began before 30 June. Large numbers of these troops have already
embarked and are standing off shore above the ports awaiting sailing
orders o Most of the troops moved to ports of embarkation unarmewithout insignia, but they are obviously mall-trained soldiers.

to etnbark0 These units are also unequipped and for the most part unarmed.
They expect to proceed first to Okinawa to obtain US equipment.
Although Nationalist officials know that the US may refuse Nationalist
