1. The advance estimate on business taxes from Kongmoon hsien (113-O6, 22.34)
was JHF 12 billion, from T0aishan helen (112-45, 22-15) Ott' 10 billion, and
from the San You district - including OWangoha (112-42. 22-22),
Hsinchaang (112-442, 22-21) and Tihai (112-41, 22n2O) . JMP 18 billion,
However, during April and May 1950, industry and commerce in this area both
suffered from continuous floods and Rationalist air- raids, and businessmen
could not pay their assessed taxes.
2. When a tax reduction was requested of local authorities, the assessment of
Kongmoon hsien was reduced to J)P 8 billion and that of T''aishan heien to
