1. Enrique Ovares, President of the Foderacion 3studiantll Unlversitaria de
Cuba (FLU), Alfredo Guevara, Secretary General of the Comite 30 de
Septiembre, and Leonel Soto, Secretary General of Foreign Relations of the
FEU, are the Cuban delegates to the Second Congress of the International
Union of Students (IUS), which is to take place in Prague, Czechoslovakia,,
14-28 August 1950. `I"irase men are planning to leave cabana on 8 or 9
August 1950 via EL;" for t?oilaxld and Prague? Ovares and Guevara are
reportedly pro-Communist Ire Soto is a known Communist Party member.
2. The trip of the Cuban delegates is being financed through the sale of bonds
of $1, $2, and 05 denomntnations which were printed by the Juventud Socialists
and are being sold by Communist students at the University. The sale is
reported to be progressing well and it appears that enough bonds will be
sold to finance the trip.

Interest since he was separated fron the Communists for a short while and
had allied himself temr'orarily with an extreme, revolutionary group among
the university students. Source believes that Ovares has probably returnod
to the Communists because he feels that they are more active and audacious.
Presumably the Communists have rewarded him with the trip to Prague,
