2. WU received the following inform tion from members of the Canton Military
Control Commission: After a conference between ?AO Tse-tung and a Soviet
conr'ittee member (Z/el Yvan - ) in fluladen in early July, the Communists
gained Soviet sup-ort for iositive preparation for the invasion of Taiwan.
The USSR would also attennt to gain Communist China a seat in the United
Nations. Sh'uld the latter move fail, the Taiwan invasion would be launched
irr^edia.tely, regardless of heavy sacrifice and U.S. intervention.
3. On 30 July TI IG Hua, commander of the 15 Army Group, was called from Canton

ow by a cable from LI:I Piao. The Rwangtung Military District Coma
mend indicated that LIN had received an order from CH[T Teh to transfer five
armies of the 4 Field Army, which are assembled in Aankow, and two armies of
the 14 Arty Group, which are massed along the Indoch'na border, to Fukien to
assist the 3 Field Army in the Taiwan invasion in mid- August. LIN considers
T"IG Hu-- the best general in amphibious warfare, and wants him to be responsible
for direction of the Taiwan invasion. LIN himself is planning to remain in
Hankow.'**
