On 7 August Chancellor Konrad Adenauer set forth the following points Which
he considers of importance in plans for the military defense of West Germanys
a. In the present emergency the Federal Republic must vigorously initiate
the organization of an alert military force. The Allies may be expected
to cooperate fully and to provide arms without cost.
b. The states must play a subordinate role from the outset. The Federal
Government will pay one third of the expenses and the states two thirds.
However, the Federal Government must control all questions of appointments
and promotions, as well as the actual, distribution of the troops in the
various states. The personnel policy must be based solely on military
fitness. The basis for the manpower to be used nould be former Wehrmacht
non-coma with experience since the beginning the recent war. Former member-
ship in the Nazi party should be no bar.
c. The guard force of 500 men proposed by the Allies for the Federal Government
is ridiculously small. Adenauer claims to have been promised a minimum of
5,000 men for this purpose by General Sir Brian Robertson, This group
will not be organized as a guard but as a cadre for future military formations.
d. Former General Count Gerhart von Schwerin is slated to become the executive
officer of a future army command.
2. On 10 August the Interior Ministry passed on to the Ministers of the Interior
of the states a draft agreement placing the proposed military force under the
nominal, authority of the states, but actually retaining Federal control over
the organizations, and over all matters of personnel, the physical establishment,
pay scales, training, armament, and troop commitment. At the same time a plan
was presented for the distribution of a force of 10,000 men.. based on the pops
lations of the respective states. The Ministers of the Interior were to discuss
these plans with their governments, and to continue the talks in Bonn on 18
August.
