1. On 28 July 1950 H:3IAO Kt- ( i), chief of staff of the - Field Arry, with
five merbers of the general staff started a tour of inspection In the
following, order: Tayachou (113??53, 2209), TauenFeran (11.., 22-.), Humen
(113-41, 22.49), Hung Men (? Hens; 1'.en) 1`1o Tu P".en? and other forts. U:.on
the corlpletion of the tour HSIAO's group visited Hong Kong for five days.
2. Following the tour, strengthening of Lema Island (11.4-., 22-) was st^rted,
allegedly to cover the Stanley Beach .area (Chih-chu Chlun Tao) (113-, 22-)

3. The Chinese Communist motive for firing on foreign shipping in the Hong
Kong area during the past two weeks is claimed to be a Communist bluff as
