THIS IS UNEVALUATED INFORMATION
1. A Russian mining advisor named 'Weim1,31?a-ltm (? Vibalin)'> who arrived in
Canton in May l950, is attached to the Communist Ministry of Heavy Industry.
Directly after his arrival, he left for Hainan, accompanied by LIU Hetang-ean
( k+J Il =..), chief of the Industrial Department of the Canton government,
and a Chinese mining engineer named. LI Chih wen
2. These men took with them plans, made by the Japanese durin,:; the last war,
for the exploitation of Hainan mines and for the setting up of a fishing
company at Asisha (112. , 16 ) island., west of Hainan.

The group completed their tour at the end of June 1950 and returned to
Canton. They then completed plans to build a railroad around Hainan,
establish laze mining facilities in the Wnchih mountains (113- , 23.? ),
and, establish a fishing comy.)any at Heisha ;island. It is the intention
of tie CCP at Cm.nton to form a Mining Exploitation Committee headed by
LILT NNsiansan.
4., The COP at Canton Is presently making plans to reopen the Tien Chuan (09A
iron mine, east of Yulin (10928, 18-14). This nine was.sabotaged by the
Nationalists prior to their evacuation and it is estirated, that aTsoroximately
one month will be required to reopen it.
I'- June 1950 the Ministry of Communications sent CH?:F:H Ching hung (11? ME
to investigate the requirements for a railroad around Hainan. CH939 stated
and Economic Committee of the Peiping government sent five men to Hraina..n.
