(LISTED BELOW) SUPPLEMENT TO REPORT NO. 1. A new political and labor organization varied the Union Ijacional Lcuatoriana (UlE) has been founded in Guayaquil by Dr. i:anuol ,'Arenas Coello, a former Communist leader who brolm with the Partido Conuninta del Ecuador (PC,) subsequent to his 6 :;ovonber 1949 defeat in the Guayaquil mayoralty election in which he was the candidate of the Communist front, Alianza Popular Ecuatoriana.* 2. The basic strength of the U11E lies in the Guayaquil street-cleaners' syndicate of appro inately three hundred and fifty members over which Arenas Coello, as the alderman in charge of this municipal work, maintains control. Prior to the break of Arenas Coello with the PCL the majority of the stxvot-cleaners wore Communists or of Communist tendencies, but subsequent to this Arenas Coello discharged all Communist members who would not Cive him their support and who refused to join the 111M. 3. At present the LSD is attenntirv_ to grain control of the union of the Guayaquil brewery taorl srs, and there is reason to believe that it pray be successful in gaining,; control of this Corritmist stronghold. 4.. Thou h the 1711; classos itself as being nationalistic and anti-Communist; never- theless, it is of a markedly leftist tendency which is not surprising since a great number of the merlbors are renegade Comunists. Arenas Coollo has stated that ho hopes to build the hi1L into a personal political machine sufficiently strong to enable him to gain the mayoralty of Guayaquil,. To strengthen the Ui1E position and drawing appeal, Arenas Coello is at present attempting to raise sufficient money to purchase a printing press and to found his otm newspaper. 5. Arenas Coopers closest collaborators are M11" vice president Alfonso Ramos iTarcuez tie la Plata and secretary V. Eduardo Candel V. Jose Vicente Trujillo, the foster I:inister of Govermmnt, and Eduardo Puig Aroaermena, the president of the Chamber of Coerce of Guayaquil, are closely collaborating with Arenas Coello and reportedly helped prepare the proG of action of the VIlE.
