Police headquarters in Shanghai submit daily reports on foreigners and
Chinese to thl. East China Foreign Affairs and Civil Affairs Bureaus
respectively. The Police are divided as follows for this purpose:
a,, The Thirc Section reports on the movements and activities of
foreignei a and o:l' visitors, and settles disputes bet,(.;en foreigners
and Ch!ru,ose.
h.. The Fourth Section reports on the movements and activities of
Chinese resiecnts.
c.: The St.3..i.'f Section reports on political matters r;ithin the Police.
This division if characteristic of each of the police districts of the
city and of the, surrounding country. ide.
2.. In one section of fifteen men eight crere under arrest.. after being; reported
