1. Until the outbreak of war in Korea, the policy of MAO Tse-tung and the
leading Chinese Comluunist generals was to occupy Taiwan, then Hong Kong,
and later Indochina, Thailand, Burma, and the Philippines. After the fall
of Hainan the Communists were preparing to use the 3 Field Army and part of
the 4 Field Army for the invasion of Taiwan.

2. At the outbreak of the war in Korea, when the United states made a declaration
with respect to Taiwan, the Soviets advised the Chinese to postpone the invasion
of Taiwan, as a military failure would seriously hamper the Communist program.
At the same time, however, the Chinese were advised to continue to speak of
the attack on Taiwan in order to pin down United Status forces.
