nuarters of the Burma Communist Party (BCP) contains a feature devoted to
BCP policy on minorities. According to this publication the BCP set up an
Emergency, Connditee to study this subject. The Committee, having studied,
laid down the basic principle that racial interests must at all times be sub-
ordinated to class interests.
2. Nfiawever, the article continues, the BCP is prepared fo support the right to
secession and regional autonomy of any indigenous race in Burma provided the
race has a distinct culture, its own language and literature and can demon-
strate that +.he region covered by an autonomous government is economical] vi-
ableo Even then, however, the BCP reserves the right to support or oppose any
demand for secession or regional eutoncay in the light of national circumstances
existing at the time. Thus, th+ RCP regarded the Karen claim as unreasonable
and would therefore continue to v ire war on "he Government and on the KNHaC in
its strurrgle to establish a Pebr,1z & s Democratic Front.

and sympathizers to give first priority to the BCP's war effort as laid down
in instructions issued by the BCC' leader Thakin THAI TUN Further efforts roust
be made to increase the fighting strength of the BC? by recruiting men,
collecting war mterials and funds and also be manufacturing pikes,, Ins and
grenades. The author points to the disparity between the armed strengths of
the Government and the BCP and attributes this to the fact that the BCP, un-
like the Government, does not enjoy supnlies of foreign arms and ar nition.
Nonetheless BCP morale and fighting efficiency was far superior to those of
the Government r'oross and it was the duty of all BCP sympathizers to exert
themselves to equip the BOP fightingp forces,

of a speech delivered by Bo LUNG PE on the occasion of the opening of the
BCP ?'?il.itary Academy in which he laid stress on the need for groper military
