(LISTED BELOW) SUPPLEMENT TO REPORT NO. 1. The Soviets have turned over nine submarines to the Chinese Communists. These submarines have joint Sino-Soviet crews. 2. The construction of harbor facilities at Tulin was completed on 31 August.* On 2 September two Soviet submarines and about 100 motor vessels of 60 to 5,000 tons each were anchored in Tulin. barge quantities of ammunition, fuel, and other surlier arrived at Tulin in late August. There are more than 100 Soviets in Tulin. 3. Sanya (11209, 21-52) air strip has been completed after two monthGQ labor by about 5,000 coolies. Work is in progress at the Bai1nu harbor and air- field, but neither is in operation. 4. In August the Tulin transmitter was re.equipped by Soviet technicians and supplied with radar equi=ent. Stations at Baikou and Chanchiang (jg- j ) are being rehabilitated. Buildings have been completed and large steel antennas are now under construction. A usually reliable source has reported that in early August 1950 the Canton Military Control Commission dispatched ten Soviet advisors and. an unspecified number of military personnel to survey and repair Sanya Airfield and Tulin Harbor. These installations were to be used for Soviet air and naval forces.
