In early August the Seoul People's Committee was urging citizens to evacuate
the city, G-x~ 1 August there was a rumor in Seoul that the gavernu:ent
planned to evacuate half the population to North Korean The first a~rders
of evacuation mere issued between 27 July and 5 August far the Chungku
(Central. District) and Narnsan areaea It is rumored that evacuation district
by district will follow, with about 20 percent of the evacuees ~oir~g to
North Korea and. the rest to other areas
