LATE IV Sop 50 SUBJECT Activities of People's Volunteer Organization NO, OF PAGES 2 (Pv0 ) PLACE 25X1 A ACQUIRED _ DATE OF 25X1 A 2 X NO. OF ENCL.S. (LISTED BELOW) SUPPLEMENT TO REPORT NO. A mer'tinrr of the Rangoon District People?s Volunteer Crganizati~n (PVO) leaders was held In Thetkala,, 22 miles south southeast of Pegu .nd the Headquarters of the Lower Burma PVO on 1 July 1950. Rangoon District P`.r0 leaders present were : Bo Nn"TT.ATT MAUTTG Bo YE XHIN Bo HLA "OE Po OffN PE Po AUNG MIN (aka PO TAW) Bo TEZA (aka IHAIN TIN) Bo THA DUN 2. The meeting discussed Bo LA YATTTG's activities in Rangoon in the matter of a PVO rapprochement with the Government and decided that any Rc'igoon District organization of the PVO raised by Bo LA YAUNG should: (a) Be led by ex-detenu or ex-underground PVO leaders only. (b) Ac-ept Marxism as its political creed. (c) Work in harmony with ^nd render all support to the underground Rangoon District PVO.* On 2 July 1950, Bo NYUIIrr MAUNG, accompanied by Do FILA MOE, Bo Yfa KIlIN and Do OlTN PE left Thetkala for M:amauk (30 miles southeast of Pegu), to meet leaders of the Lower Burma Headquarters of the BCP and to furnir:h to them reasons for the increased defection of Lower Burma and Rangoon s"1istrict PVOrs to 4he Government. It was decided that the party should later visit Daik.-U to encourage support for the People's Democratic Front (F'DF) and to r,:_ist any attempts the part of the Government to induce the;;: to desert. He Is also renorted to be preparing to return to Central Burma and has already made provisional arrangements to leave Bo HLA MOE and Bo YE KHIN in charge of the Lower Burma PVO? These are regarded by him as the most trus-'."Orthy PVO2 . ys in Lower Burma who are sunnorting the PDF. M Cor!men_t. These resolutions defy explanation unless they are in- tended as no?~rt: for r,ecetiat iorl between tl-_ },?:i rgrour:. 1 in, :ion District PVO led by Bo NYU41T MAUITO on the one hand and Bo LA YAUNG on .he other. If the latter is anxious to extablish himself as the foremost leader of the PVO and to ingratiate himself '.rith the Government as bein,: the individual chiefly instrumental in attracting the PVO once rio_'e into the A'F T, folds the cons iderr t ions implicit in the three points enumerated are i of likely +o nrrive much of a stumioll'n bio4k to h i. It is equally possible that, these negotiations are designed as an opportunt"y for the BCP penetration of the PVO led by Bo LA YAUNG. The record of Bo NYU1T MAUNG, who is concurrently the leader of the Lower Burma PVO r,.nd of the uridargro-L,nd Rangoor District PVO, leaves little doubt that he is a very cicse BCP sympath1zer, if not an under-cover member of that pkc.rty.: t ;,S _.
