The I inistry of hrhe Interior has informed this office that some
Peoph:'s Corr ittees are not proceeding properly in regard t,a
their political relationship with those Germans v ho have remained
in Czechoslovoidaa Frequent-s7 Czechs have not treated such persons
on an equal basis, even tiaoulhi the latter are actively participating
in the reconstruction of the country and very often are Czech
citizens. Spire of these persons proved their anti-fascist attitude
even before the occupation. The Peoples Caimtittees must realize
that they are re spons:; ble for the enforcement of difficult official
principles Q In any case the Germans Who have remained in the
country are now relatively so few that they can no lorir r exercise
an important influence on our political development. Any mistakes
which the People's Com.nittees commit in their policy toward these
Germans or which they perm t to continue are v ico e opportunities
for the reactionary op .position to utilize as propaganda. The
People's Cournittees must therefore endeavor not to give them such
opportunities and must on the contrary help in every ; t; ose
Germans who honestly desire to settle here. For this reason,
the i:ai.nistry of the Interior ixrsist: on the speedy processing
of their requests for natura_.,ization. It is necessary that in
our people's democratic state no one, whether a citizen or state-
less, suffer any disadvantal e!s because of German nationality.
',tith this in mind,, the .iinisi.ry of the Interior instructs the
People's Cc na.tt,es to allow persons of Gorman nationality the full
use of their homes, ncludinl; Turn: slii.nl;s, furniture, and appliances;
to Gsll.ow no one to break leases of such persons except for grounds
other than German nat?i oral it.1r; and to remove restrictions whereby
such persons are not -Uo.rcd to visit public restaurants, cmiuscments,
woods., parks,, etc.,, and are not allowed to speak German in public.
