1. The attendance at the trade union conference held in Prague* was deliberately
restricted. It was at first considered that the Cor;ninform call a largo trade
union congress in Budapest or Prague., at which time the founding of a trade
union publication, patterned after the CominfordQs"For Peace and Peoplets
Democracy", would be discussed. Allegedly, upon the advice of 25X6
such a larme meeting was disapproved. Deno has been. a personal friend 25X6
of ;iartin flornikf'"'for a long time and lived with him during, his exile, focussed
25X6 attention on i s critical condition and on the resolution, passed about

three months sago, orbVdding Communist particiliation in the trade unions. There-
rara, it was decided that, to avoid difficulties, the Prague meeting not be a
Large one.
This decision was simplified by the fact that IIornik's theories for the Coruini-
ni st penetration of the London trade unions had been approved by the Cominform,
thus making similar debate superfluous. The Prague meeting desired to evolve
tactics which would realize the aim of the conference without resulting; in a
eol.it. Stith this. in mind the conference discarded the plan for an international
publication and decided that conflict over any issue, including peace propaganda,
was to be shunned.
Representatives of almost all countries were present. Among then! weret

After Hornik's statements, the following resolutions were made:
1a. Any split in the unity of the trade unions was to be avoided at all
costs.
In the future struggle, special care should be given that an eventual
strike not separate one trade union from other workers' groups. For
e3ariplo, in Italy an industrial strike and an a ;ricultural strike were
combined.
All trade unions are to form a central committee for peace. At a special
meeting the 'lorld Federation of Trade Unions ('JFTU) is to establish a
central peace bureau. The Corriu-ist functionaries who belong to the Lon-
don organization of the trade union are to do their utmost to minimize
their contact with this central peace bureau.
d. The !-JIM was instructed to work with the central organization in the
sabotaging of arms deliveries.
e4 The 15TU will send delegates to the central recce bureau, whose location
of headquarters has not yet been determined.
f. The Immediate announcement of a ' TFTU publication will be prevented in
order to avoid increased strain.
