25X1X 1.. In the middle of August 1950 calls to maneuvers were issued in the Zagreb
W_l.itary Sector to six age groups of reservists, ending with the 36 year
old age group. Those summoned were to report within 48 hours at the place
indicated on the summons card.
2. Inductees from the Zagreb Sector were to be dispatched to Slavonia, and
those from the Rijeka Sector to Bosnia. After a training period of one
month, the men are then stationed in various garrisons along the border
(men from the Zagreb Sector are sent to the Hungarian and Austrian border)
where so called Battalions of Reservists are formed,
3. The above order had a very unfavorable effect upon the peasants of Slavonia
and llrvatsko Zagorje, where summer field work was under way. In order. to
assure.,arv_eet of the crop, workers' brigades were organized in the cities,
Including men from 14 to 60 years of age and women without children from
:14 to 40 years of age. These brigades are employed in agricultural work
in those fields from which men have been called to maneuvers. These
worker: brigades have been mobilized by force and contain urban elements
not accustomed to field labor, and their efficiency consequently is low.
As a result of this sudden call to maneuvers, a very poor harvest and
greater starvation can be anticipated.
