lQ During the earlier days of the Rumanian Crnmunist regime fore er~~ who were
usually members of the Rumanian Coxnmuniut Party, would protect Party members
and sympathizers to the detriment of other workers? Those who were not
"militants" could never hope to attain the salaries paid to Carwnunist workers,
This policy was designed to promote the so-called "socialist competition. T`
~,ihen these competitors had achieved the best obtainable results in certain
fields of production? then the authorities would establish by law the
maximum production achieved by outstanding workers as the production norm.
The aim of Rumanian industry is to increase the quality of production and
the quantity of outputp which had been previously fairly low.
2. Rumanian industry generally operates on a standardized systems little
attention being given to improvement of techniques and products and develop-
ment of new procedures. Industrial laboratories and exporimental shops are
completely neglected at the present time.
