Soviet advisers are stationed in Kiangsi, Kwangsi and Kvvangtung in order to increase the production of and to insure a uniform grade for Chinese tungsten concentrates. Recently, USSR specifications for tungsten were lowered* and shipments to the USSR via North China were increased to about 500 metric tons per month, although actual production is greater. 2. Tungsten concentrates are strictly controlled by North China advisers,, so there is little chance of any being sold in Hong Kong. Smuggling has almost stopped because all shippers leaving China must have two guarantors who are subject to the death penalty if smuggling is discovered, At present about 16 tons per month are shipped from Hong Kong and Macao, 3. All Bmolybdenuin concentrates from South China are now shipped to the USSR. 4. About 60 tons of high-grade Nwarkisi tin are shipped monthly to the USSR. Little Yunnan tin is being shipped because of transport and bandit diffi- culties. Since Ywman tin does not meet USSR specifications" some will be sold on the open riarket in Hong Kong in three to six months if transportation improves., 25X1A 25X1A 25X1A concerning Soviet specifications. from a different source, concer^O. -rw tons of tungsten being shipped from Canton to the USSR during.
