('~'R) leader in rio tevideoe that as of 6 October 1950., only one Bolivian e ilex
Israel Comacho, had been given a safe conduct pass to return to Bolivia.*
20 Paz Estenssoro stated that 27 safe conduct passes had been issued in Argentina
and approximately 120 in Chile and Peru. He said that the number of passes
issued represented only ten percent of number applied for in these eountries,
Some applicants were offered permission to return if they signed a waiver cf
immunity.
