1. dbanian merchant marine seamen are required to be members of the Albanian
Communist Party and must undergo a specie security check before sailing
outside Albanian waters. Party membership, however, has been facilitates'
for ship captains, engineers and other ke,,? personnel. Small vessels se=-Ling
between Albania . andItal and Trieste any Yugoslavia usually have a r?.?ew of

two or three of the crew are regular seamen, while the others are r-olitieal

2. As a rule, political commissars on the sh*.ps are young Communia.a who the
Albanian Government feels can be trusted tot to desert and whc will also

3. The political commissars are not known io have been assigned positive .ntelligence

who was suspected of taking part iii intelligence activities against th3 present
Albanian regime.
4. While engaged in runs along the Albanian coast, the seamen a re weaned aot to
have contact with the crew members of foreign vessels in Albanian ports. None
of the ships going between Alhrxni a and `Trieste has ever I been known t stop at
