la Until comparatively recently, there have been two antagonistic political
groups in the Phili.ppine Chinese community? These were the Kuomintang
faction and the Chinese Communist ['arty of the Philippines 7 The influence
of both groups on Philippine Chinese has been consiaeraoie A
2,, These two factions have vied with each other for supporters and for con-
tributions from Philippine Chinese, particularly from the wealthy and in-
fluential leaders of the commercial community. As a result of this competi-
tion for financial support., many Chinese businessman have been forced to
pay a major portion of their business profits to one or both of these
political groups.
3. ',hen it was decided that this situation hart become intolerable, a group of Chinese
merchants and businessmen organized the Chinese Commercial Party as a, protective
association, designed to protect its members against the systematic soliciting
of the other groups.
4? Since the formation of this Chinese Commercial Party., members have been
contributing only to the political party they favor; whether Kuomintang or
Communist, rather than being forced to contribute to both. Philippine
authorities are watching all three groups closely., since it is believed
that the Communist faction may attempt to gain control of the new group.
Comment. This new group which is known as the Chinese Commercial.
RaPy apparently is not actually a political party, out is a mutual protective
association which apparently has not sought to alter the political convictions
already held by its members,
