In late October the poioulatione of Nan'?ing and Shanghai became greatly
agitated over the possibility of world war. Many left the cities for the
country, which they considered safer. It was rumored in Nanking that the
Peiping-Eankow Railroad might be cut by guerrillas, who have intensified
their activities with the growing prospect of war.
2. Soviet soldiers have taken over garrison duties in Shanghai and Nanking,
and possibly in other cities, as the defense of these cities was weakened
by the heavy northward movement of Chinese Comiunist troops. The Soviet
troops remain outside the cities during the day and enter at night.
3. Chinese workers at the 8suchou (117-169 34-18) Airfield, whether they are
Corr*unist Party members or not, must get permission from the Soviets before
they can enter the field.
