THIS IS UNEVALUAf ED INFORMATION
1,. Chinese Communist authorities in Peiping recently instructed the Sok;Sal
Affairs Department of the East China Bureau to intensify its investigation
of developments on Taiwan.. The directive brought out the following
points tz Many defects in the Communist coverage of Taiwan have become
apparent since the Korean war diverted attention from the main target.-
Taiwan. Particularly lacking is concrete information on plotting between
CHIANG Kai?,-shek and the U.S. and on the training, reorganization., and
arming of the Nationalist Army? Such ineffectiveness hinders the libera-
tion campaign and threatens the present coastal defense.. It must be
corrected immediately.
2f1 Upon receipt of this directive the Social Affairs Department ordered the
Political Security Bureau of the Shanghai Public Safety Department to
assign 20 percent of its personnel to the coverage of Taiwan* Particular
targets are as follows Operations of the 7th Fleet., training of the
Nationalist Armyp American military aid to Taiwan. plotting between
Taiwan and Japan, financial and economic information,, and the winning
over of wavering elements in Taiwan.
